We compared three distinct "All Missions COMPLETED" save files from different sources (file A: GameFAQs 2006; file B: Nexus Mods 2019; file C: Reddit share 2023). Using the open-source tool GTASAsavEdit , we observed: file B: Nexus Mods 2019

The map is empty / No gangs spawn. Solution: After 100% completion, gang wars are pacified. To restore gang warfare, install a simple “Gang War Restorer” CLEO mod or revisit the “Los Santos” chapter save file (a 50% completion save, not 100%).
