Has anyone else experienced this display issue? I have tried running as administrator and changing compatibility modes, but it hasn't worked.

The most frequent cause is or other antivirus software automatically moving setup.exe to a quarantine folder during extraction or download. Open Windows Security by searching for it in your taskbar. Navigate to Virus & threat protection > Protection history .
