The top coaxed conversations out of people who had been strangers in the same small town for years. People debated the ethics of previewing the self in the bakery's chairs, under the lamplight over fresh buns. Arguments there were, and promises broken and kept, but also a phenomenon that could not be reduced to policy: a rediscovery of neighborliness.
